Tenders should be accompanied with the following documents;
- Current Tax clearance
- Prices should be in United States Dollars payable in ZWL$ at Stanbic Bank rate on the date of payment
- Bid validity of 20 days.
- ZETDC payment terms are strictly 30 working days after delivery hence bidder’s position must be clearly stated.
- Delivery period should be Ex-Stock or within 5 working days
- Proof of registration with Procurement Regulatory Authority of Zimbabwe

SPECIFICATION FOR THE SUPPLY OF TREATED WOOD POLE STUBS
PART I PRELIMINARY
- APPLICATION OF SPECIFICATION
- This Specification applies to the supply of treated solid hardwood pole reinforcing stubs for constructional modification and remedial maintenance use on ZETDC 33kV, 11kV and medium voltage distribution overhead power lines falling under the respective jurisdictions of client service centres in Chinhoyi Network, Bindura Network, Kadoma Network and Marondera Network. The reinforcing stubs apply in providing lower extension and support for existing planted poles to either elevate pole heights for purposes of improving safety clearances or for purposes of firming up poles that have decayed in their in-ground sections or have broken at or just above the groundline, as the case may be.
- The length categories of planted wood poles to be stubbed, for which this specification refers shall incorporate the following:
- Stubbing of 9m wood poles
- Stubbing of 10.8m wood poles
- Stubbing of 12.6m wood poles and
- Stubbing of 13.5m wood poles.
- This specification shall, unless otherwise provided for in the Supply Agreement, prevail over any other document, agreement or arrangement whatsoever, and in the event of any inconsistency, such other document, agreement or arrangement shall, to the extent of such inconsistency, be construed with such modifications, qualifications, adaptations and exceptions as may be necessary to bring it into conformity with the provisions of this Specification.
- CITATION
This ‘Specification for the Supply of Treated Wood Pole Stubs’ may be cited as the ‘Specification for Northern Region Pole Stubs’ and shall, in such circumstances, be taken to mean the specification provisions contained herein.
PART II BIDDING INSTRUCTIONS
- BID CONTENT
- The scope of supply for which Tenderers are to quote for shall be as described and detailed in the Tender Invitation Document. Tenderers should take particular note of the instructions spelt out in the said document when preparing their tenders for submission, to ensure consistency with the specific requirements of tender document content.
- It shall be the Tenderer’s responsibility to ensure adequate acquaintance with the tender specifications embodied in this document. No special consideration in favour of a Tenderer shall be exercised on the basis of patent misinterpretation of tender specifications enshrined in this document. In the exceptional case where impaired readability of any part of the specification document is liable to impact upon the ability by the Tenderer to correctly interpret its provisions, then suitable arrangements may be expeditiously made to obtain a sufficiently readable replica specification document through the office of the Procurement Officer, domiciled at ZETDC Northern Regional Office, Megawatt House, Stand No. 5310 North Drive, Chinhoyi.
- It is emphasized that content of submitted tenders should wholly comply with the technical specification requirements contained herein, as detailed in Part III (Technical Specifications).
- Tenders submitted in breach of the information completion requirements of section 3.1 and section 3.3 above shall be deemed to be non-responsive and shall therefore not be considered.
- Where ZETDC requires the Supplier to provide additional services not already specified in the original tender supply requirement, the Supplier shall submit his/her rates, which should be approved by ZETDC, before consummating the additional services.
- BIDDING CONDITIONS
- All tender correspondence shall be in English.
- Standard S.I units shall be used throughout all processes relating to this Specification.
- The successful Tenderer shall adhere to ZESA General Conditions of Contract, 1987, which may be obtained from the Procurement Officer at ZETDC Northern Regional Office, Megawatt House, Stand No. 5310 North Drive, Chinhoyi, at a specified non-refundable fee.
- It will be assumed that the prices given are for providing complete supply of goods and/or services as indicated in the Tender Invitation document, compliant with the specified product/service attributes in this Specification document, to the extent that it can reasonably be expected to fulfill ZETDC’s express and implied requirements. Such prices should be fixed for the duration of the Supply Agreement, except for labour and transport rates, where applicable, which should only vary as per provisions of relevant current Statutory Instruments, as appropriately verified and validated.
- All tenders shall be either posted or deposited in the Tender Box located on the ground floor of ZETDC Northern Regional Office, Megawatt House, Chinhoyi, and shall be in a sealed envelope clearly marked with the advertised tender number and description as well as the tender closing date, as fully specified in the Tender Invitation document.
- DETERMINATION OF RESPONSIVENESS
- Prior to the detailed evaluation of Tenders, ZETDC will determine whether each Tender is substantially responsive to the requirements of the Tender Invitation Document.
- For the purpose of Clause 5.1, a substantially responsive Tender is one which will conform to all terms, conditions and specifications of the Tender Document without any material deviation or reservations.
- A material deviation or reservation is one which affects in a substantial way the price, scope, quality, completion timing or administration of the works undertaken by the Tenderer under the contract, or which limits in a substantial way, inconsistent with the Tender Document, the Employer’s rights or the Tenderer’s obligations under the Contract and the rectification of which would affect the competitiveness of other Tenderers who would have presented substantially responsive Tenders at reasonable prices.
- A Tender determined to be substantially non-responsive will be rejected by ZETDC and may not subsequently be made responsive by the Tenderer by correction of the non-conformity.
- ZETDC may, at its sole discretion, accept any non-material deviation or reservation provided that the acceptance thereof does not prejudice or affect the relative ranking order of any Tender in the evaluation of Tenders.
- ZETDC will evaluate and compare only those Tenders determined to be substantially responsive to the requirements of the Tender Invitation Document. The evaluation will take into account, in addition to the Tender Prices, of any Arithmetic errors corrected by the Employer, any non-material deviations or reservations of the Tender Invitation Document that are not quantifiable, any appropriate adjustments for acceptable quantifiable variations, deviations not reflected in the Tender Prices, and other factors of a technical, financial, contractual or administrative nature as the Employer considers may have a potential impact on the Contract execution, including the effect of item or unit rates that are unbalanced or unrealistically priced.
PART III TECHNICAL SPECIFICATIONS
- STANDARDS, UNITS AND LANGUAGE
- Wood pole stubs to be supplied to ZETDC Northern Region shall comply with the ZWS 120:2013 standard. All tender correspondence shall be in English. The pole stubs shall all be tagged with the certification mark of the SAZ Standard being followed.
- SI units of weights and measurements shall be used throughout.
- All descriptions upon drawings, illustrations or instructions shall be in unambiguous English Language.
- POLE STUB INFORMATION REQUIREMENTS
- The Supplier shall state the region and estate of growth for the wood pole stubs to be supplied.
- Tenderers are required to state the species and approximate average age of the trees from which the wood pole stubs are to be provided.
- The Supplier shall state the compliance or non-compliance of his/her tender with the specification for each individual clause in the Technical Specification.
