Tenders should be accompanied with the following documents;
- Current tax clearance.
- ZETDC’s payment terms are strictly 30 working days after delivery hence bidders’ position must be clearly stated
- Prices should be in USD , payable in ZWL$ at the prevailing RBZ Auction Rate on the date of payment.
- Bid validity of 20 days
- Delivery should be ex-stock/within 5 working days
- Proof of Registration with Procurement Regulatory Authority of Zimbabwe
Late bids will not be considered.

ZETDC SPECIFICATION FOR
POLE WAIST SAFETY BELT
POLE WAIST SAFETY BELT
- This specification covers the supply and delivery of a Pole Waist Safety Belt
- The Supplier shall state name, place and country of manufacture.
- The Supplier shall state whether or not Pole safety belts are produced under license, in which case licence holders name shall be stated.
- Tenders shall include a complete statement of compliance with this specification and the Technical Guarantee Schedule shall be completed. For every clause in this specification the Tenderer shall state compliance or non-compliance and shall elaborate where appropriate.
Prior to the detailed evaluation of Tenders, ZETDC will determine whether each Tender is substantially responsive to the requirements of the Tender Document.
For the purpose of this clause, a substantially responsive Tender is one which will conform to all the terms, conditions and specifications of the Tender Document without material deviations or reservations. A material deviation or reservation is one which affects in a substantial way the price, scope, quality, completion, timing or administration of the works undertaken by the Tenderer under the Contract, or which limits in a substantial way, inconsistent with the Tender Document, the Zimbabwe Electricity Transmission and Distribution Company’s rights or the Tenderer’s obligations under the Contract and the rectification of which would affect unfairly the competitive position of other Tenders who have presented substantially responsive Tenders at reasonable price.
A Tender determined to be substantially non-responsive will be rejected by the Authority and may not subsequently be made responsive by the Tenderer by correction of the non-conformity.
The Zimbabwe Electricity Supply Authority may accept any non-material deviation or reservation provided that the acceptance thereof does not prejudice or affect the relative ranking order of any tender in the evaluation of Tenders.
- PARTICULARS OF THE ELECTRICAL SYSTEM AND USE
Unless otherwise specified in the Schedule of Requirements, it must be assumed that the electrical system in which the Safety Belts will be used is;
- Three phase overhead-line construction. The maximum earth fault factor on the network is 1.5.
- The highest system voltage does not normally exceed the nominal system voltage by more than 10%. The nominal system voltages are 33 kV and 11 kV with system frequency variation not exceeding plus or minus 2.5% from 50 Hz.
The safety belts will be used for:
- Working of electrical artisans and linesmen on general duty on high tension installation poles; installation and overhead maintenance and also for service to outdoor transformers and other similar jobs.
and can also be used for:
- Maintenance of buildings, structures or similar jobs, such as paintings, window cleaning chimney cleaning, etc.
- PARTICULARS OF THE ENVIRONMENT
The safety belts will used within the tropics and will be subjected to sudden ambient air temperature changes of the order of 10 °C per hour, occurring at the onset of rain, but the barometric pressure at any given place does not vary by more than approximately 10mm Mercury. Frequent and severe lightning storms occur during summer months, with isoceraunic levels varying between 50 and 100 thunderstorm days per annum.
The safety belt design and material shall be capable of maintaining the required safety under the following environmental conditions.
- a) Ambient temperatures:
(i) Maximum: 40 °C
(ii) Minimum: minus 10 °C
(iii) Maximum daily average: 35 °C
- b) Altitude:
Maximum altitude of 1 500 metres above sea level. The design shall allow for reduced cooling effect due to high altitude.
- c) Humidity:
Humidity of 13mg per cubic metre absolute and 65% relative before storms with vapour pressure of 17mmHg.
It is the supplier’s responsibility to make himself familiar with any other climatic and physical conditions pertaining in Zimbabwe and to supply earth sets which meet all such conditions.
- LANGUAGE, UNITS AND STANDARDS
All tenders, correspondence, description upon drawings, illustrations or instructions shall be in unambiguous English Language. SI Units of measurements shall be used throughout.
Except where modified by ZETDC’s Specifications, European standards Recommendations (EN358:2000) shall apply throughout or British Standards (BS) where they amplify the EN358:2000. In the case of conflict between the above stated Standards and this Specification, the ruling of this Specification shall prevail.
- DEFINITIONS
Throughout this document, the following terms shall be used in the manner defined below:
May – indicates the existence of an option
Shall – indicates that a statement is mandatory
Should – indicates a recommendation
- Waist Strap – not less than 50mm wide
- Lanyard – minimum length 2.0 m with an appropriate length adjuster.
- Clear Instructions for fitting, adjustment and use to be supplied with each belt
- The Pole safety belt shall have a clear marking with the Type of Belt, Name and address of Manufacturer, Serial number, year and month of manufacture, static and dynamic load withstand and warning not to deviate from manufacturer’s instructions.
- Webbing – All belts and harnesses shall be made from nylon or other synthetic materials, such as polyester. The material shall have a uniform thickness and uniform width. The waist belt, shoulder straps, hoisting straps, pole straps and all types of safety belts and harnesses shall be made from nylon/polyester webbing. All the materials used in the production of webbing and rope shall pass the flammability tests.
- Threads for Sewing – Threads for sewing the load bearing components shall have similar physical and chemical properties to that of the materials being sewn. Number of stitches shall be not less than 3 per cm and the type of thread shall be synthetic fibre such as nylon, polyester etc. The threading shall be of different colour from that of webbing in order to facilitate visual inspection
- Metal Components – All metal components shall be solid or forged in such a manner that the joints are not visible and the joined part of the metal does not impair the strength or quality. The surface shall be smooth finished and free from any manufacturing defects, burrs or uneven surface. In order to protect all metal fittings against corrosion and/or other chemical reaction, it is necessary that all the fittings shall be coated by chromium plating, powder coating. Care shall also be taken that the part of metal fittings matching with the webbing shall be smoothly finished, rounded and designed to prevent damage to the webbing, etc. Hooks, clamps or other fastening and holding devices shall be of similar quality and properly treated or plated. The design of the hooks shall be self-closing type and care shall be taken to ensure that if pressure is exerted accidentally on the tongue or latch, they shall not disengage.
- Packaging – each safety belt shall be supplied in moisture proof material.

The following manuals and toolkit shall be supplied at time of delivery:
- Moisture Proof packaging
- Manual and operator’s guide containing the following information:
- The name of the manufacturer;
- Where appropriate, the name and address of the supplier or such other information as enables the supplier to be traced;
- A statement of the purposes and limitations of the product;
- A warning against making any alterations or additions to the product:
- General warnings and dangers in the use of the product
- Storage instructions
- Instructions for cleaning and/or washing and maintenance
- Guidance concerning the inspection of the equipment and those factors that should cause the equipment to be discarded;
- Warranty
A minimum one-year warranty shall be provided on all manufacturers’ equipment.
